The described behavior appears to occur in any version of Mac OS 10.4. When tested in OS X Leopard, the problem no longer occurs. The reason for the behavior is that there are issues related to Cocoa/Carbon interoperability that point to OS X Tiger limitations. This operating system issue may affect key selections, window selections, and short-cuts.
In this case, the best solution is to upgrade to Mac OS X Leopard (10.5.x).
